James Forcier; CEO of Chazy Westport Communications & Westelcom
Jim joined Chazy Westport Communications in 1973. Fourteen years later, he was named Vice-President of the company, and in 1996 became President. Jim is responsible for overseeing that his companies are continuously in-line with the Industry advances.
Prior to his outstanding promotions within the company, Jim attended Rensselaer Polytechnic Institute where he obtained a Bachelors & Masters Degree in Business Administration. After graduating college, he moved to Chazy, NY and started his career as part of the Management staff for Chazy Westport Communications.
Jim has been an active member in the community for many years. He has serviced on many boards as chairman, president, director and trustee, some which include; The National Organization for Promotion and Advancement of Small Telephone Companies (OPASTCO) and New York State Telephone Association (NYSTA).
Jim resides in Westport, NY with his wife Alana, with whom he has raised four children.
Lou Silvestre; Chief Financial Officer
Lou Silvestre joined the Chazy and Westport Telephone Company in July 2013 as the company’s CFO. Mr. Silvestre has experience as the Director of Operations for Avis Truck Rental and Leasing where he helped further develop the division’s rental and leasing strategies. Mr. Silvestre owned and operated his own electrical manufacturing company which has been in existence since 1892 serving as its President.
In 2008 Mr. Silvestre joined Mobile Medical International Corporation where he was responsible for all accounting operations, auditing and financial reporting as well as IT, HR and Operations.
He has over 40 years of professional experience working in the accounting field and received his Master of Finance graduating Cum Laude from Long Island University and a Bachelor’s Degree in Business Administration with a major in accounting and a minor in economics from Dowling College.
Joe Forcier; Vice President of Chazy Westport Communications
Joe has worked for the company since 1981 and has contributed to the innovative growth efforts.
Joe is responsible for running all aspects of Chazy Westport Communications plant department. His team implements all installation, repair and plant plans as well as provides quality control measures for the services that are being provided in the Chazy Westport Communications territories.
Joe is an active member in the community, having previously served as President of the Board of Directors of Independent Telephone Pioneers Association. He is also a member of NYSTA and the Industry Operations Committee.
Forcier has an array of experience in the Telephone Business holding positions such as Plant Manager, Assistant Plant Manager, Technician, Install and Repair and Line Crew.
Paul Barton; President of Westelcom Family of Companies
Barton joined Westelcom in 2001 as General Manager, and quickly promoted to Vice President and now leading the company as President and General Manager.
Barton leads the corporation’s strategic and network initiatives using his extensive experience and background as a successful entrepreneur. He is directly responsible for the company’s strategic goals and direction.
He began his career with the Air Force serving in areas of communications and intelligence for over ten years. In 1996, he returned to the North Country and founded one of the regions first successful Internet providers, Geographical Internet Services Company (GiSCO). It’s explosive growth led to the eventual acqusition by Westelcom.
Barton has served on many local boards including Chairman of the Greater Watertown North Country Chamber of Commerce, the American Heart Association and the Clayton Youth Commission. Paul holds an Electrical Engineering Degree from Syracuse University, a Masters Degree in Business Administration and a Masters of Science in Electrical Engineering from Northeastern University, Boston, MA.
Krista Jock Boule'; Director of Sales & Marketing
She has spent most of her working career in the professional services field, working in Marketing and Direct Sales. She has been employed by Chazy Westport Communications and Westelcom since 1997 and was promoted to Marketing Director in 1998, then again as Sales & Marketing Director in 2009.
Prior to her current employment, she dedicated 7 years Frontier Cellular, as an Account Executive, consistently over achieving her sales goals.
She is involved in all areas of marketing and sales including product development, research, public relations, quality control training, direct marketing, event management, promotional & advertising strategies, and statistical analysis. During Boule’s tenure with Westelcom, the business grew from 7,000 customers (35 employees) to over 30,000 (75 employees) through mergers, extensive marketing campaigns and adding affiliate services.
Boule’s team has been on the receiving end of numerous industry awards including 11 New York State Telecommunications Association (NYSTA) Excellence in Marketing awards; 2 American Marketing Association Awards; and three Excellence in Marketing Award from the Organization for the Promotion and Advancement of Small Telephone Companies (OPASTCO).
She obtained a bachelors degree in Marketing from State University of New York at Plattsburgh. Currently Boule has been involved with the following professional and civic organizations: United Way Board of Directors -NYSTA Marketing Committee – OPASTCO Marketing Committee – North Country Chamber of Commerce – Plattsburgh Downtown Association.
Seth Crimmins; Vice President of Operations
Starting as a Communications Engineer, Seth was quickly promoted to Manager of Internet Operations. His ability to lead the corporation through strategic ventures and process improvements soon resulted in another promotion as Vice President of Network Operations.
Seth oversees the corporation’s network infrastructure, engineering staff, technical department and Call Center. He contributed his vast experience from prior positions at Matrix Computers, GiSCO, and Thousand Islands Communications. Having attended SUNY Plattsburgh for Computer Science and Columbia College for Business Administration, he mastered his field and many certifications, including Microsoft Certified Systems Engineer and A+ Technician.
Tom Frenyea; Business Operations Center Manager
Tom Frenyea heads the organizations Operations Center. He is responsible for ensuring that established practices are provisioned and carried out in the Business Center. Further, he oversees that the organizations standard operating procedures are in place and followed. His background includes many years of telecom consulting.
